Granted I am no expert on police training or police tactics, but would it make sense to have a lesson in police basic training that is titled, “What will my actions look like when they are published on the front page of the national newspaper.”
In that lesson or series of lessons they might cover topics such “As when finding a $200,000 recreational vehicle burned to the ground ask questions like; where are the owners.”
Or when someone comes into a police station to say that they have seen the vehicle that was attached to the burned RV, perhaps the officer on the desk should quickly jot down the individuals name and contact info?
